it is called the bloom effect. it makes the graphics look kindof blurry
and makes the collors a bit more fuzzy. that way, the game seems to be
somewhat more realistic and look prettier. a lot of people turn it off because
it takes a lot from your graph card or cause they just like the harder graphs.
i can play sro fine as long as i dont have both shadows on detailed and bloom
effect on. if i turn of one of the two, the game runs fine. if i turn on both of
em, the game lags like hell.

press ESC to go to the options screen. in there, click the video options or
whatever its called tab. i think it even starts with that tab
in there, you can click bloom on / off and put shadows on high instead of
details. i nowadays run it with shades on high and bloom effect on. otherwise
i almost cant play... damn shadows

in-game, press ESC to get into the menu.
the top button sais OPTIONS. click it.
after that i believe that you are on the graphics/video settings (you can know
this cause you see the screen resolution somewhere), and otherwise you
have to press the tab that sais video settings or so.
next step: check what settings are on high and what settings are on low. you
can either set it on standard settings (low, medium, high) or you can manually
change settings.
