when i run silkroad it says server is in examination or out of working time
what's wrong?

yes and i tried everything and it doesn't help
is it posible that it is realy under inspection?

go to silkroad website and refresh until you can access the site, then try ur client, also make sure you do not have a firewall blocking the trafic from the client.
