Whats the difference between (+0%) and (+100%) blues?

So far, I haven't noticed anything different. But everyone says to get +100% blues.

When you have 100% on a blue or white stat. It means you have the maxed (highest) stat possible on that item. That's why 100% blues/whites are better than 0% : )

Ok, so how does that apply to the str and int blues?

well for strength characters more 100 percent strength blues means even more damage vice versa with int blues for int players. also increases hp and mp too

Well str 1 is obviously 0%, max str is (3/4/5/6, depends on the degree) and is 100% ofcourse. Than depending on the amount of str the % varies. Same applies for int ofcourse.
