How to teleport from Constantinople to Samarkand?

I pretty new and to get to the higher level weapons I was told I need to teleport to Samarkand but I'm in Constantinople. When I go to Guide Riise I don't have an option to teleport there. Please help as I have no clue how to get there.

Right behind Guild Riese or whatever is a blue teleporter, called Atlus Status on the map I believe.
Just put your mouse over it until it turns blue and click.. it's 5k to teleport to a different town.

and 5k to teleport back or use return scroll
