Where to purchase higher level weapons?

I'm new here and have reached level 18 and am wondering where do you purchase higher level weapons/amour once we surpass Gemini. Can we only buy from other game members from that point on? If so how do we determine the price/value of such items so we don't pay too much?

On another note I'm am trying to delete my first character because I messed it up. However it won't delete when I press the delete button on loggin. Does anyone have any ideas on how to get this character deleted?

When you are european you have to go/teleport to Samarkand.
When you are chinese you have to go/teleport to DonWhang.

And when you reached 42 you have to go/teleport to Hotan to buy items from the degrees 6-9.

if you are talking about buying gear from non player stores
yes than you have to go to the next city up to get that higher lvl gear

sometimes you can get higher lvl gear from player stalls in your own start town (Constanople)
Or you can find even better gear in Stalls in Samarkand
Then Hotan for even higher gear

Sometimes you can even find low lvl gear in these places
and you can even find chinese in Euro towns, and euro gear in Chinese towns Jangan, and Downhang
