You can get powerlvled almost everywhere in roc.
Ill make a map for you, give me 2 minutes. ^^
EDIT:
Most used places;
On the peaks, you just get your nob on top of it, at a place where no mobs are =)

how much exp could u possibly get at roc anyway if you were lvl 70 getting pled there anyway?

yep .. try to pt with a lvl 90 and u and 2 lvl 1's in pt
u'll see
.. at 74~75 it lowers .. With Pre. Plus it INSANE o.O

yep
You missed one.
see that bridge thing above the Pe in Wing Peak
stick ur noobs on top and fight below it. good rocky plvl point.

Lol yeah you are right, I've never seen a plvl party there
