Im planning on making a 9 gap on lvl 64. Which mobs should i farm at? Or 64 is not the right level to farm?

Yes lvl 64 is a great lvl to farm at, because u get a new bow (8 Degree). Also u should farm on Shakram/Edimmu or maybe Devil Yeti/Yeti?

I would have just suggested 3-4 gapping from beggining but 9 gapping would lower your xp tremendously but I suggest this:

Give a few taxi's while SP farming so you make cash
If you dont care about xp then do 9 gap
If you care about xp then do like 4-6 gap so u get good xp too and do it for a while longer.

9 gapping at lvl64 is awesome, goto PEG's (lvl62/64) in the cave, enormous spawnrate, but you just have to get a good weapon (preferably SoS) and some pretty good gear to be able to tank a lot of PEG's

if you can get a good garm set, regardless of your build, you can try to farm at 69-71 9 gapping at nachals, huge spawn, and their hp is pathetically low.

Grab a sun bow and a good garm set and head down to the nachals. Amazing spawn rate and they hit for shit. Make sure your immune to zombies status tho.

What is your level and build?
It doesnt go the same with euro and china. Nanchals & PEGS are best place to farm.
Because it isn't boring , since you have cool skills and nice gear ... and you can PvP from time to time... and you wont quit that character , since its high level already!

Well, im currently lvl 58 hybrid str bow in protector (sos+4 set) .

Well then I definetly suggest Power Earth Ghost Warriors at 64 ...
You can even switch sometimes when you are bored , to Yeties / Kaaras / Edimus.

Get to 64 , get a 9 gap ... buy a nice weapon ... and farm.
