I hear people say that it is good to farm at lvl 25-lvl 27 or something. what other lvls is there to sp farm? like i hear some say lvl 70 something or something. pls help

All depends on where you can find a good spot to grind. Try farming at levels where you get a new weapon degree (64 int farming on nachals with garms) or just a mob with a great spawn.
