Bard Harp Affect on Skills

Does the level of a harp affect skills like mana cycle and mana wave, etc.?

The magical reinforce effects the skills.

Look at the skills description. If it says xx% weapon reflect or something, it does effect. I believe the higher the magical attack, the higher it effect ur skills.
