It goes up with the lvl's

use nivlam char builder http://www.nivlam.com/?go=stats click on stats
Basicaly from beggining you will get higher phy balance than mag balance. And every lvl up are your basic balances lowering.

With no Euro buffs, the max you can get with the new premium is 111%, I am not sure how many STR points/% that is though.
