Can't take the quest from the NPC

I am 52 lvl now and I try to take the quest named "White Face Spider Web" from Protector Trader Gonishya in Hotan. I am sure i did not miss any quests in Donwhang.
I can't get even "Start to converse" option in the NPC menu.
Can anyone tell me why I can't take the quest please

I am not talking about "inventory expansion 3" quest.. there is another quest in all forums which you get it from Gonishya.
Even SRF quest list is like that!
Did Joymax changed the quests since then ??

No. The white face spider web is and has always been at manina the potion dealer. What SRF quest list btw?
Remark, the inventory expansion is at the grocery stuff merchant (the one next to the protector shop)

It says you get quest at lv 53 ...
Idk maybe grind for 1 more lvl and try then
