Vote for guild leader

Does anyone know how many votes are needed at least to vote for a new leader?

I'm sure somebody will correct me if I'm wrong so here goes:

When a guild master is inactive, the guild members can vote for a new guild master.
This can happen if the guild master has not logged in for the last 45 days.
Any guild member can apply to be nominated for the guild master position and after the position is applied for, there will be a 10 minute election in which the new guild master can be selected.

If after the 10 minutes at least 60% of these members [who are eligible to vote] have chosen the same member for their new guild master this member becomes the guild master in place of the old one otherwise the guild master remains the same.

There may be another rule about how recently the voters have been online also but of that I'm not certain. I think it's something like "To vote, a guild member must have been online within the last 7 days" -- just so people can't get inactive members to log on and influence the outcome. Again, not sure of that last part.
