Plz answer these questions specifically with accurate & precise answers only no spamming plz!.
#Note: I have a lvl 19 Character with 5000 SP and Some gp .
#Question:
(1).If i create another character in same login would it do the following:-
(a).Share Storage Content?
(b).Is is possible to transfer the SP of the previous Character?
(c).Can the Monkey used by the previous Character be used by this one
too?
Any additional Quesionts plz continue as (2). , (3) and so on.

A-if the new character is in the same account of your old them yes it can be share.
B-no isn't possibly

(1)(a)Yes, any items put in storage on the same server on the same account are accesible.
(b). No, too bad.
(c). Yes, unsummon, then put the scroll in storage. You can take it and summon it again on the char you like.

(2) Saw some people promising to transfer certain sp in return of in game Gp
are they scammers or they can do it ?
NOTE: no sp farming was intended. Clear was specified by that person GP FOR SP.

They are scammers and a most obvious one ,i think only a GM can give lvl/sp however there isn't proof that i'm right or wrong ,there isn't way a common user can transfer sp maybe they were talking about doing the sp farming for you.
