Those ones for the Chinese race, sorry i didnt specify >.< i really dont kno where to get them since no one every replies in-game when i ask them =/

They're drops from mobs of the equivalent degree

same chance of getting them as any other item, if the level of the hat you want to get is level 21 go and fight level 21 mobs and there's a bigger chance of you getting them there.

just figure out what lvl they are and go kill monsters that lvl and you're bound to get one within a couple days lol.

ohoh do u mean the 2nd degree hats? just fight mobs level 11-18 for it
