2 questions-Thief Arrange points+Mastery Level

hi i have 2 questions (ok its more than 2... hm) :-
1) Once you ar eover 3000 arrange points as a thief, there is no way to reduce it except by being killed by someone?
- Can anyone kill a waneted person anywhere (except in town) without penalty?
- Then you get an automatic gold reward paid by the thief? How much is it?
- And does being killed then reduce your Arrange Points to zero?
2) I have about 150 skill points. If I want to get Cold Mastery's Ice River Force Level 1 (which costs 2 skill points), how do I actually pay for it ?
- do i pay 5 skill points for 5 Mastery Levels in Cold then pay an additional 2 skill points to buy Ice River Force? (1 Mastery POint = 1 Skill Point?)
- Can i put in more than 2 Skill Points into Ice River Force? Does it make a diference?

to answer your second set of questons. You have to pay the points to raise your mastery to lvl 5.
THough as you raise lvls, it begins to cost more sp to raise lvls.
Then you can put the 2 points into the skill to get it.
You cannot put more than 2 points in yet.
If you raise your mastery lvl past 5, you will be able to increase the Ice Rivers lv by placing more sp into it.

so it is not 1 skill point = 1 mastery level?
does the cost of mastery levels stay constant as you rise in overall character levels?
and.. how much does the 2nd mastery level cost in cold mastery? (is it the same across all masteries?)
wow so many questions.. yet surely these ar eimportant to know to plan your character?..

EXAMPLE OF SKILL: Level 1 book 1 cold imbue, 5 sp. Level 1 book 4 imbue, 1358sp (+ the sp needed to get all the prerequisites)

I think you can pay the NPC in the hunters guild to remove your wanted status..

THe amount of skill points needed to raise a mastery lvl increases as you gain mastery lvls.
At lvl 17 mastery you need around 30 sp to gain a mastery lvl (about)

Yes, we can pay the Thief NPC for reducin the arrange points of 3000. I think we wuld hav to pay 60K and spend 3 hrs without doin any job...
