Euro Quests that disallow scrolls/teleport?

I'm currently unable to teleport or scroll with my Euro char, and as far as I can tell by reading descriptions, am not currently in any quests that ban it. Did I hit a weird bug, or is there a quest that disallows ports but doesn't show up in the description? (Lvl 24, so quests around there, 16-30)
