Fortress war registration

Application for castle attacking at fortress war
Authority of applying for fortress war is restricted to the guild master within a defined period, and application for the war shall meet the following requirements:
- Guild level or higher
- Guild members 3 or more as of application
- Defined registration fee
-Guild other than alliance guild of fortress-occupying guild
SOOOO
it doesn't say the level.. i have 5 mil in my inventory and a full level 2 guild.. but i can't
register.. is lvl 3 the limit to get into FW?
EDIT:: just got lvl 3 guild.. had 5 mil in inventory. try to register: cannot find target.
It's doing this for all the guilds on hera
Fortress war app says from 3 month 3 day ~ 3 month 5 day.. which is today. so it should work.
Also when exactly is fortress war..?
