I found a solution to this, yesterday i got eager and wanted to change my character skin because i have the tattoo lady so i switched it to another female char skin and tried frost nova for some fun and it seemed to fix it its not delayed anymore and i have no problems since i switched the character skin

Lol, cool.

But to pay 10 bucks to get a little bug fixed is....meh
