i see on a number of topics here and on other sites that elements (notably wind elements) sell for 1 to 3k. however this tend to be older topics. right now i see practicly no ppl buying or selling them. so im having a question: is there still a market for them and if yes, what is the price of them and where should i sell them?

They were talking about wind 2 and 4. I think they are still in demand and the average price is 2-2.5k each I think. Havent done any alchemy in a while.

okay and where do i sell elements? is there a town or location where they are bought and sold?

You can create a stall in any town just about anywhere lol. Doesn't matter where as people use the stall search feature now and don't have to run around looking in every stall.

Best luck selling in Hotan or Dwang.. I personally don't know about the euro towns as I don't go there much myself Also a friend of mine used to post some really good element price lists for Pacific server, but not sure that would help you. If you're interested let me know and I can contact him ^^
