Questions regarding drops from monster

I heard someone said before, starting from mob above lv 73 , it hardly drop any equipment but gold. Besides that, if you want to hunt D8 Strength Tablet, you must fight certain monster. Is that true?? Or it just random drops?

But was wondering what would someOne who LACKS LUCK like me may complain about.
I have reached lvl 40 so far, all my friends who are lower than me have had sox drops - some more than once too - and lucky me I never had any mob drop that is +3 (Party or solo ). Who else to blame it to other than LACK of LUCK.
