quest question regarding parties (Europe)

Do quests such as the "Pirates Sweeping 2" and "Finding Harp" HAVE to be done within a party? Its hard to find anything other than the "SOLO" parties (max 4) all others are not interested in one of their 8 doing their own thing... and the "Max 4" parties doesn't seem to qualify...
Thanks this is very frustrating and appreciate any insight to this...

Maybe the question should be, are these quests broken? I've been to each one for hours and nothing towards the quests have occurred.

It has to be a #/8 share/share party for the quest items to drop
