Bard skills questions

First off, I'm sorry if all these questions were answered before.
Second, to make things easier, I'll just say I'm a level 20 bard (no job right now) in cSRO. I don't have a second skill build, and for the sake of the argument, let's just say I'll never get one. I probably will go with some cleric skills much later on, but right now I'm a pure int bard.
1. Does noise affect only general monsters? I was ambushed by at least three champions with level 1 noise while walking through the field. I tried the skill on normal aggro monsters, and they stayed away (which is great for my party) but not the giants or champs. Also, when the skill says "30 level" does that mean the level 1 noise works on monsters UP TO level 30, or it works on monsters 30 levels higher than my level and lower?
2. When I use grand tambur it drains MP every few seconds. I expected this, but when I lose the skill, does it disappear for everyone in the party too?
I might have some more questions on skills later on, but for now those are it. Thank you in advance for any information you could give.
