Is Neptune completely filled with bots like Mercury is?
I'd like to make a new character on a new server just to keep up with the higher lvls

Pretty much all the new servers are gonna be populated with player bots so they can dominate the server as fast as possible (by getting to the cap in a month). So, it is really up to you which new server to join. I started a newb on Neptune and I think it is a pretty good server, although i've seen lvl 60 horses already.
