Leveling down skills

How do I level down skills? I accidentally leveled up some Heuksal skills I do not want(Ie. wolf bite, and dancing demon spear)

If you are level 20, you can get a quest (called the curse hearts or something) from any potion shop npc in any town. When you get the quest you randomly pick up curse hearts from killing monsters. When you have 10 you return back to the npc and he gives you a potion that you use to level down skills. This will also cost money.
