Ima not 100% sure im right but i think it absorbs some of the mobs attack/Mage attack

http://www.silkroadforums.com/viewtopic.php?t=32453 this is much better than the link above. Scroll towards the bottom and see the actual formula. It talks about reinforce on a weapon.
Reinforce on gear works the same but it effects your defense not damage output.
lvl 65 4gap 84:84 bow inactive.
