Hi, i'm a warrior s/s and I have now a Lv 35 +3 shield with Blockratio 16

But is that high? And what is the max Blockratio? And what is the highest u ever seen?

16 is pretty decent
max block ratio on normal shields is 20 (sos 21,som 22,sosun 23)
you can sometimes see high-lvls with 100% br, somewhere in the forum there was a ss od sun d8 shield with max br
