For example: (Lvl 42 Int)

Char A: Heuksal Mastery at lvl 33
Fire Mastery at lvl 42

Char B: Heuksal Mastery at lvl 42
Fire Mastery at lvl 33

What is the difference between char A and char B in terms of damage?

char b : farking weak

depends on what kind of int you are...pure int...get fire 42, hybrid int...get spear 42 or even it out at 37 or sumthing
