How do you upgrade a job suit

I was wondering how do you upgrade the job suits, i've seen textures for the medium and higher lvl ones, so i'm curios what job lvls do you have to get to upgrade, and how do upgrade.

you upgrade by buying the new flags at the merchant guild master. They are 1 mil each.
