Will they come from any item or does the item have to have the lucky attribute on it already?

No they don't.
From my experience lucky stones come from when you destroy anything with ANY blue. Most of the time I get a lucky stone though it's when an item has 2 blues at least on it.

I believe at one time there was a lucky tablet, but they dont exist anymore, they must be obtained from item rondoing. That is why they are so freaken pricey.

im sure it was item with lucky and using rondo and 6th degree and higher u could only get lucky stone from.
