chinese npc question

well u guys know if an euro character under lvl 20 tele or died, they can simply talk to this npc around the fountain to teleback to where they died/teled.
is there the same service for the chinese character under lvl 20?
if so, which npc to talk to?

at 20 yeah i think. but 21 is when all light dies
