Can you be killed by another Person when you are <20

I thought it was no, but today I found out it was yes.
Apparently attacking a murderer allows them to attack me back. I was pretty sure this didn't happen before Euro rolled around. Can anyone clarify?
I'm a casual SRO player so don't hate on me. It might've been the noob flag, because I got rid of it.

PvP is a waste of time before level 50+ if you ask me...you just get popped by high levels the second you put on a cape or flag or put on a job item
But I didnt think you could flag before level 20...a bug maybe?

Zeus must suck if u get killed by high lvl's in pvp
in Babel u can pvp ppl same lvl and when a higher lvl comes we just gang up on him

Tis true....but im gettin pretty high myself now so its not really a problem
