high lvl china parties low level euro

i'm hearing lots of high level chinese chars leveling low levbel euros very quickly. i happen to have 2 comps... and wanted to level a euro char. My question is do the exp distribution somehow change for euro so that they can level even with huge level difference. or do you have to open academy to level euro chars fast? pls answer in detail i'm very "in the dark" about this topic.

the monsters being grinded on the higher level, have to be 11 levels higher than the euro char max, else the euro char wont get as much exp.

so then if I party a euro char(not through academy) and i have exp set to share...i can level that euro char correctly right? as long as it isn't higher than 11 levels?

the mobs the high level is grinding on can only be 11 higher than the euro char.
