hi im confused about the % on stones. is it better or worse to have a higher or lower % and what does it do thx

Theres no good or bad in the % itself.
The % merely represents the chances that it will assimilates other stats of your item.
When Assimilate happens it will reset a stat of your item. Either to better/worse.

So now, how do we know when to use what %?

1) You use 30% stones for weapons with crappy stats.
Assimilation can give u better stats, so cross your finger.

2)And use only stones with low % on weapons with good blues and stats.
You don't want it to assimilate your good stat don't you?

the % on the stone is that chance it will assim another stat, so 30% stones have a 1 in 3 chance of changing something else on ur weapon, usually for the worse, so stick with 10% stones or less, 5% are rare but the best, 0%, nvr seen one other than steady, lucky and astral, but i have heard of a 0% str stone lvl 8
