At the lower levels, the damage range for the weapon is not as greatly influenced by the % as it would be in higher levels. Guessing here, cause i cant remember the stats of a 16 sos bow, but the difference in phys between 0% and 100% would probably only be 8-13 points or so, which you would not notice a huge difference from. In the higher levels, the %'s are extremely important. Ive been messing around (well, wasting money is more appropriate

) with my sun bow. At +5 and 0% phys, it has a minimum phys of about 875 and at 80% phys its at about 925. That is a pretty considerable jump that you will be able to notice quite clearly.
So in the end, dont worry about working on the %'s for lower level (5d, or maybe 6d and under) gear and weapons cause the money you will likely put into it wont give you a drastic change in damage but at higher levels (7d and up) you should greatly benefit from it.

Assuming rev6 is correct the percent range for a lvl 16 sos bow for phys attack is 82-101, based on the percent. and increases 5 for every + that is added.

That is based on luck, and it is more money wasting, because people want everything to be 100% on their blues n they waste more money on more stones to get better blues

Different degrees have different amounts of blues they can have before the stat reaches 100%.
For example,
1D - 3D = Max 3 Int & 3 Str on gear
4D - 6D = Max 4 Int & 4 Str on gear
7D & 8D = Max 5 Int & 5 Str on gear
So if you have the maximum on an item, it will show +100% beside the blue. But if there is room for improvement on the blue (Str 3 on an 8D item) then it will show +66% beside it, telling you that the stat can still be increased.
