Where do I find the lv45 quest

I can't find the person with the lv45 quest. SRF guide says it's "jade refiner pahap of hotan," but I don't know who this is. Where is he? Thanks in advance.

Go out hotan's north gate. Head all the way to the end of the bridge and take the stairs on the right. He's at the very bottom.

He's located at hotan's north gate. Just turn right when you when you get to the junction. Here's the screenshot from mmosite:
