hey do i need to do a quest to unlock the lvl 32 quest: '' Lachrymal Birthday Present''

im lvl 32 and cant do it

Yes. There is another quest linked to it at 32. See below:

Level 32 - Birthday Present Material(2 times repeatable)
NPC: Donwhang: Bori(herbalist)
First time: Kill Scorpions to obtain 200 "Poison of Scorpion"
Second time: Kill Scorpions to obtain 200 "Poison of Scorpion"
Reward: 371000 exp, 40000 sp

Have you finished the Scorpions quest? "Collecting Birthday present material" it's called.

OMFG, i soo stupid , i ment that quest, not the 2nd one, but the Birthday present material, the one i have to collect 200 Poisons, but i cant do it
so is there also quest linked to Birthday present Material ?

As far as I am aware there is no required quest for the Birthday Present Material Quest, only being Lvl 32!
What happens when you talk to the NPC (Bori)?
Is the 'Start to Converse' option just not there?

yes, i cant start the converse

Hmm. I'm not sure how much more help I can be, I'm afraid.
Providing you are meeting all the requirements, i.e Lvl 32, speaking to the correct NPC (which I'm sure you are ) then it should just work.
The only other possibility is that you accepted the quest and then cancelled it, but it should show up again a little while later anyway. If you've never seen the quest I don't know what's wrong.
All the Quest guides online, as Shimrod and Luoma have referenced, do not show any linked quests before Lvl 32 for 'Birthday Present'.
In fact the previous available quest is at Lvl 30.

Birthday Present Material Obtain the scorpion poison needed to make the medicine that would have been Leegak’s dead sons’ birthday present to Leegak. His sons died searching for these poisions and Bori would like to make amends.
Starting NPC Herbalist Bori Starting Level 32 Recommended Level 32 Repeat Limit 2
Related Monsters Scorpion
Reward Experience points, skill points
Requirements Must complete Leegak’s Grudge quest first.

I checked the Forums and guide sections for that answer and turns out it was on the official site all along!!
Maybe it should have the first place we checked?
Anyway, at least you have your answer. It's only killing 30 Hyeongcheon for that quest, so shouldn't take too long!
