transport to thief town

transport to thief town

i can not transport to thief town...an i dont know why. im a lvl 20 . when i try the message says, "request can not be carried out ". any help for this..any reason i might be overlooking ,or dont know about !? just want to buy a suit an some scrolls, take a look around.

you get that message normally when you are on a delivering quest. for example,
the one where you have to walk to the ferryman and back to jangan. if that
quest is still on, you cannot use any teleport scrolls.
