Does having a blocking ratio on a weapon prevent a Shield user to block your attack?
Like I've seen weapons with 100 BR, does it mean that a shield user cannot block any of the attacks?

you are correct
but there is always a chance that you get blocked no matter how high the BR on your weapon is
CAPPED, but not farmed :/
