What is that little yellow bar for above the exp point bar?

pff cant remember the ui, but if i had to gues, thats the SP bar. too lazy to find ss :p

Yes, that is the SP bar. For every 400 SXP (Skill Experience) gained, you get 1 sp.

and sp raises the special attacks and stuff?

sort of, sp allows u to upgrade masteries and get new skills
