SoS droppings..?

alright guys.. i'm a little puzzled about this..
i know that SoS drops are totally random and if you're lucky you'll get one
but this is what i'm not getting.
so far ive gotten two sos items
bandit archers [level 12] - level 19 third degree armor head thingy
tigers [level 14] - level 16 third degree garment arms
my question is that when i got my sos drop from the tiger it was a lower level then the bandit archers?
while the bandit archer was two levels lower than the tigers..?
well the main thing that i'm wondering is there a chance that i could get a level 16 sos bow from tigers..?
