At lvl2 you can do wars and REGISTER in a union, you need to be lvl5 to start your own

i dissagree, i'm in a level 4 guild, and we started our own union.

Yes to both.

You can start a union at level 2, as well as join one. The only thing you couldn't do when it comes to union at level 2 is union emblem, which you can only get at level 5 and that is if you are the lead guild in the union.
