Dragon Flags

What do dragon flags do exactly? Do they give any bonuses or are they just a visual plus?
What are the usual prices for them?

They give u 2int and 2str, and look hawt
Cost would be hard to guess these days, ive seen female ones for 2-4mil male 3-5mil. (on oasis)

2-4 mil is the average price but i have also seem prices b/w 5-7 mil
you are better off with int/str +3 in your equipment unless you already have all blue +2/3 already

On Sparta I saw male for 8m and female for 4m, are the prices usually that different?

Inferior? hehe hope you are just joking. Anyway, there are less female players so their stuff is cheaper. But i regularily see them 2-4 mil.

They are an event item, an event that is now over, so the only way to get them is buying from other players.
