noob question.... can item storage be used by multiple chars

Can the item storage be used to transfer items from one of my chars on a server to another? If not then how do some low level chars seem to gather so much loot? Thanks!

NO.
A: They buy gold
B: Have a high lvl. Character with some guild friends, transfer their gold and other equipment to friend then start a new character. talk to who ever has their gold equipment then they trade.
(this is if you have characters in different accounts)

Are you asking if you can transfer items from one character to another via storage of characters that are on the same account on the same server? If so, then yes. If not, then no.
