CCF how can it be?

I have a question concerning credit card fraud. We all know lots of people do it in silkroad. My question is why aren't they banned? I mean, i assume, that the people charge back and as soon as they do joymax bans them (right?). Then how can something be ccf'ed if joymax has banned the user...point being shouldn't their goods disappear with them?

they use to ccf when there was no lvl restriction on astral so they were just making a new account, charge 5000 silk buy astral and immortal like crazy put them on the weapon then xfer it to their main account then charge back, no way joymax could ban the main since it was clean.
since the new astral system there is no ccf on high lvl weapon, except maybe when a ccfer get his hand on an hacked account high lvl... or if someone ccf on noob stuff since it's easy to lvl to 12 to ccf ur 16 sos bow...
