Soul Rebirth art LV 1

Hi, im pretty new to SRO and i was wondering how is it that i use it? When ever i try to click on a dead person I cant seem to be able to select them for me to resurect them. Also in the description it says lv 27, does it mean my character have to be at level 27 to use it because im level 21 right now. thanks for all the help
