i still feel like a noob sometimes

so for example

if a spear has a +3 and has blues, does the stats on the weapon you see immediately the stats on which the +3 and blues has made a difference?

so if it has a 289 mag. att, is that "289" the result of the +3 and blues?

or is that the original stats the weapon has, and you have yet to find out how well the weapon hits?
