To make a 9 gap between your mastery level and your character level:
Do you make sure the level of all your skills are like 7 if you are level 16?

All of your skills must be at or lower then 7, not just one skill.

u mean like force mastery = 3 and heuskal mastery = 4 so altogether ur mastery lvl is 7?

sorry.. but this is nonsense.. from my experience i can tell you that only the mastery level of the mastery-series are important for that..
means: if you have char-level for instance: 25 and one of your mastery-skills is for instance: 18 ....your gap is 7.. only one mastery (the highest) is important for the calculation

say u have this:
7 heuksal
5 fire
5 light

you are lvl 16

your gap is 9 since your highest mastery(heuksal) is 7 and 16-7=9\
