The New Skills?!?

I heard about a new ice skill row in sro which is like a manashield.. several guys blamed that as imba but i can't estimate that cause i've only a level 29 char and don't know what's worth in the higher levels to have a skill like that.. just right now it shouldn't be affective at all.. but however.. i'd like to ask if someone knows the other skills.. i mean.. ice shoudl get a new skill row... what about the other forces or maybe the weaponskills..
