A while ago someone asked if they could change their character's name and everyone said no... BUT just now i looked on if you go on to
http://www.silkroadonline.net/ and loggin/ edit personal info you can change a character's name

Nope, sorry. I believe that option is to change the handle that you post on the main forums with.
You cannot change the name of your character once its created.

It can only change forum name you post as. Think how confusing it would be if you could change your ign
