to arrange is to put something in a certain order.
if you arrange points you are putting points in str
or int in a certain order, like all int, all str or 2:1
int:str, etc.

=.= ||| He's referring to arrange pts from thieving, I think. Whenever a thief kills hunters, merchants, arrange pts are gained. When the pts reach a certain number, 3000, the thief has wanted status.
